The Birjand Kolah Farangi Historical Citadel is a distinctive Qajar‑era structure in Birjand, the capital of South Khorasan Province in eastern Iran.
It was built in the late Zand and early Qajar period, roughly between 1848 and 1895, by Amir Hassan Khan Sheybani as a governmental residence and administrative center. The building sits on a hexagonal base and rises in several stories under a striking white conical dome whose shape resembles a foreign hat, which is exactly what “kolah farangi” means in Persian.
It originally included a garden, stables, bathhouse, offices, and a reception hall, and today it forms part of the South Khorasan governorate complex while also being a registered national heritage site and a popular historical landmark for visitors to the region.
