The fort complex includes a church dedicated to Our Lady of The Cape, founded in 1541, which served as a landmark for seafarers.

Over the centuries, the structure evolved from a fort and convent to the Governor's palace, retaining much of its original Portuguese-Goan architecture with its ornate facades, spacious gardens, and a chapel that remains largely unchanged. Raj Bhavan holds the distinction of being one of the oldest gubernatorial residences in India, showcasing a blend of historical significance, strategic design, and scenic beauty.

Today, it functions as both a government residence and a cultural heritage site, with manicured lawns, a private beach, helipad, jetty, and historic cannon points, reflecting Goa's layered colonial history and governance.​
